Semiotic malfunction


We think this means "drive slowly, children are playing." It can't possibly mean "see-saw in road." If it means "children playing on see-saw," then drive as fast as you like; the children are on the see-saw, not in the street. Is this an official New York City issue sign?

I thought it just meant "STOP HERE FOR SEE-SAWING".
